Terrorist attacks in Paris on November 13 added to the pressure after it emerged that suspected terrorists traveled freely between Europe and Syria beforehand.<\/p>\n<p>The proposal, which is due to be submitted on\u00a0December 15 ahead of a European leaders summit next week, would give the existing EU border agency Frontex\u00a0a pool of up to 2,000 border guards which could be deployed immediately if a country with an external border was deemed to be failing to properly police it, the Wall Street Journal reports.<\/p>\n<p>EU Migration Commissioner Dimitris Avramopoulos said at a\u00a0conference in Rome that a European-level solution was needed because national authorities had been overwhelmed by the unprecedented numbers of asylum-seekers and other migrants arriving in Europe.<\/p>\n<p>&#8220;National authorities manage to do their best but they were not prepared for [the surge in refugee numbers],&#8221; Avramopoulos said, according to Agence France-Presse. &#8220;We need something more comprehensive and better structured.&#8221;<\/p>\n<p>Frontex, which promotes and develops European border management, currently cannot\u00a0hire its own staff or\u00a0allocate resources of its own\u00a0but must\u00a0request assistance from EU countries.<\/p>\n<p>Under the new proposal, the agency would have \u201cnew tasks and competences, including in risk analysis\u201d and would be able to\u00a0increase its staff and purchase its own equipment, said a\u00a0European diplomat.<\/p>\n<p>\u201cIt would immediately intervene in crisis situations on the initiative of the European Commission without specific request from a member state but via a procedure which is yet to be made public,\u201d the diplomat said.<\/p>\n<p>Schengen members would be required to give up considerable sovereignty by permitting the European Commission to order a deployment of border forces to police external borders, even if the country concerned did not want assistance.<\/p>\n<p><span style=\"line-height: 1.5;\">\u201cIt\u2019s a significant boost and a strong evolution for Frontex,\u201d said another European diplomat.<\/span><\/p>\n<p><span style=\"line-height: 1.5;\">France and Germany have been largely supportive of the idea. Earlier this month, the French and German interior ministers, Bernard Cazeneuve and Thomas de Maizi\u00e8re, sent a letter to the Commission saying that \u201cIn exceptional circumstances, Frontex should also take initiative to deploy under its own responsibility rapid intervention teams at its external borders.&#8221;<\/span><\/p>\n<p><span style=\"line-height: 1.5;\">European Commission President Jean-Claude Juncker has long advocated strengthening Frontex in order to preserve Schengen, which he <\/span>described in September<span style=\"line-height: 1.5;\"> as &#8220;a unique symbol of European integration.&#8221; He called on members to develop Frontex &#8220;into a fully operational European border and coast guard system&#8221; but warned this would require investment.<\/span><\/p>\n<p>By putting forward the creation of border forces, the Commission wants to avoid recent cases like Greece, which struggled to deal with an overwhelming number of migrants arriving on its shores and was slow in requesting help from its partners.\u00a0Frontex recently activated its Rapid Border Intervention Teams (RABIT) in Greece, following calls from some member countries to evict it from Schengen.<\/p>\n<p>If agreed, the proposal would become part of Schengen, but it would require the qualified majority support of EU countries\u00a0and the European Parliament before being adopted, the FT reports.<\/p>\n<\/p>\n<footer class=\"content-credits\">\n<h6>Authors:<\/h6>\n<dl class=\"vcard\">\n<dt class=\"credits-author\"><span class=\"vcard\">Kate Day<\/span>&nbsp;<\/dt>\n<p> <span>and<\/span> <\/p>\n<dt class=\"credits-author\"><span class=\"vcard\">Ma\u00efa de La Baume<\/span>&nbsp;<\/dt>\n<\/dl>\n<\/footer>\n","protected":false},"excerpt":{"rendered":"<p>French police officers and customs agents stand at a border post on the French-Spanish border on the A63 motorway in Biriatou, southwestern France, on December 4, 2015, during a border control organized by the prefecture of the Pyrenees-Atlantiques department. | AFP\/Getty EU aims to boost border agency Proposal would involve significant new police powers.
