All three will scale down and re-focus their activities to minimise distortions to competition caused by state aid received during the financial crisis.ING investigation <\/p>\n<p>The Commission has ended an investigation into a toxic-asset scheme at ING after an agreement that ING will pay the Dutch government an extra \u20ac1.3 billion in exchange for asset protection. <\/p>\n<p><STRONG>Intel investigation<\/STRONG> <\/p>\n<p>The European ombudsman said yesterday that the Commission had been guilty of \u201cmaladministration\u201d during an antitrust investigation into the chipmaker Intel. P. Nikiforos Diamandouros said that the Commission should have made better notes of a meeting that it held with computer-maker Dell, a user of Intel chips. Intel is seeking to overturn a \u20ac1.06 billion fine imposed by the Commission.Recession over <\/p>\n<p>Estimates published on Friday (13 November) by the EU\u2019s statistical office, Eurostat, suggest the EU and eurozone have emerged from recession. The EU\u2019s economy grew by 0.2% between the second and third quarters of the year; in the eurozone, growth was 0.4%. However, data was missing for ten of the EU27.Inflation figures <\/p>\n<p>Prices in the eurozone were 0.1% lower this October than in October 2008, Eurostat reported on Friday. This is a smaller fall than in September (-0.3% year on year). Annual figures for the EU27 show prices up 0.5% in October.Research spending <\/p>\n<p>The Commission said on Monday (16 November) that EU companies increased their spending on research and development by 8.1% in 2008.
