EU leaders, who backed the idea in September, were hoping that the measures would come into effect on 1 January and would help the impoverished country deal with damage from the floods, which affected more than 20 million people. <\/p>\n<p>At a meeting of the WTO\u2019s Council for Trade in Goods last week (30 November), Bangladesh, India, Peru and Vietnam called for \u201cfurther consultations\u201d. The council agreed to discuss the matter again at its next meeting in March. <\/p>\n<p>\u201cThat\u2019s the sort of thing that happens at the WTO,\u201d a trade official said. He said that EU diplomats in Geneva and in India were now \u201cdoing their work\u201d to persuade the countries that oppose the trade measures. The proposed WTO waiver requires the unanimous backing of WTO members. <\/p>\n<p><H3>Export competition <\/H3><\/p>\n<p>The four opponents at the WTO expressed concerns about the implications of a waiver on the multilateral trading system and on exports from other developing countries. India also questioned the benefits of temporary measures for Pakistan, arguing that the industries producing Pakistan\u2019s main exports were not located in areas affected by the floods. All four countries export similar goods \u2013 primarily textiles and clothing \u2013 to the EU.
