Paramount Club Proposes 3-Pronged Development, Preservation Plan

NEW CITY, NY — The owners of the Paramount Country Club have proposed a plan to keep the club sustainable, fill a niche in the housing market, preserve green space and offer opportunities to local first responders.

“This visionary project represents a balanced approach to development, blending the need for new, high-quality residential options with the imperative to preserve our natural and communal assets,” Steven Lapper, club president and owners’ representative, told Patch. “By fostering a harmonious living environment that respects both the land and its people, Clarkstown can look forward to a future where community, sustainability, and prosperity go hand in hand.”

The preliminary plan includes 247 units of housing.

The owners of the club — a third-generation New Jersey real estate investment family — said they recognize a lack of high-end, amenity-rich housing in Clarkstown, so will offer a mix of townhouses, golf villas, and apartment-style condominiums on club grounds inside the golf course.

They also propose to set aside units for first responders at significantly reduced cost to ensure affordable housing for EMS and firefighters.

The residential development as planned would preserve the scenic charm along Zukor Road, tucked behind the trees, Lapper said. “We are condensing the actual residential development into a space that is currently not used by the club. The largest portion of the space would be between the parking lot and our third green.”

The entire property is 217 acres. Only 31 acres would be developed, making it fundamentally low-density development, with roughly one unit per overall acre, he said.

“We would deed restrict the balance,” he said, blocking future development by everyone including Paramount, and ensuring it remains undisturbed and protected open space.

Many things are still being decided, including how many units would be set aside for first responders and what “affordable” will mean.

“We want to be 100 percent transparent and we don’t know the answers to those questions yet,” Lapper said. “We are still in negotiation. I couldn’t tell you the exact pricing and the exact size.
they will be commensurate with the other units.”

The project provides other substantial benefits for the community, he said, including tax revenues.

“We’re going to provide $3 million for Clarkstown and the Clarkstown school district,” he said. “We hired a property tax expert to arrive at that number and validated it with local officials.”

Also, it fills a real estate niche that has proven popular elsewhere, he said. There’s been a migration of age-in-place folks to Westchester, for example, who want this kind of residential community. “Nowhere is there a combination of housing and golf course in Rockland County.”

The new housing options would come with access to exclusive amenities like dining, golf, pools, tennis, pickleball, and a gym.

“Our existing members will benefit,” Lapper said. “We fully intend to enhance and expand racket sports, swimming, add wellness features as well as enhance our already world-class food and beverage features even further.”

A crucial aspect of the development is the stabilization of Paramount Country Club, which serves as a catering venue for social activities including weddings, family parties, charity outings and business gatherings.

“The club is doing fantastic, probably the best since we took it over more than 15 years ago,” he said. “Golf is enjoying a renaissance, our membership continues to grow, the condition of our course and facilities are better than before. We are very popular for local and regional events.”

The club has always looked at the possibility of smart development, he said, years ago developing a plan which was shelved. This proposal is sensible development that keeps the open space and builds a plan for the club’s longterm health, he said. They feel it will be a net benefit to the entire community, to the business community and to existing members.

“The family has been in this business for decades, they deliver super-high-quality residential development,” he said.

They have submitted a preliminary site plan and are seeking re-zoning. “In the process of development all the parties have the ability to push other parties to compromises and solutions,” he said.
