JOLIET — A 40-year-old Joliet man was taken into custody this week by the Joliet police following an altercation that happened during a traffic stop on the city’s busy Collins Street. Officers took Francisco Alvizo into custody and gave him a notice to appear in court on charges of DUI-drugs, aggravated resisting a peace officer, three counts of obstructing a peace officer and three more counts of resisting a peace officer.
Joliet police spokesman Dwayne English said the following events led to Alvizo’s arrest on Monday night:
At 7:25 p.m., the officers conducted a traffic stop on a van in the 300 block of Collins Street for a turn signal violation. At the onset of the traffic stop, Alvizo exited the driver’s seat of the vehicle and began walking away, ignoring the officer’s commands to stop.

Alvizo continued to walk away from the officer, and he then sat down on the sidewalk.
The officer noted that Alvizo appeared to be under the influence of an unknown substance and tried to take Alvizo into custody. That’s when Alvizo pulled away and stood up.

Joliet’s officers then took Alvizo to the ground and he continued to resist being handcuffed. Officers eventually handcuffed Alvizo, who continued to kick at the officers.
Upon search of the van, the officers recovered a pipe commonly used to smoke narcotics. Alvizo was also issued citations for failure to signal, no valid driver’s license and operating an uninsured vehicle, and the van was towed from the scene.
